MOJAVE WATER AGENCY Phase 1 Infrastructure Asset Management Program Supplement to Addendum No. 1: Program Accomplishments Summary | Request for Information Background Program Background From 2021 through June 2025, Mojave Water Agency (MWA) established its Phase 1 Infrastructure Asset Management Program (IAMP) — a structured, data-driven approach to managing the agency's water infrastructure assets. The Phase 1 program laid the analytical and operational foundation necessary to support long-term service reliability, risk-informed investment, and sustainable asset stewardship. Phase 1 Accomplishments The following seven workstreams were completed during Phase 1. These are final draft reports to be reviewed and further developed by the selected consultant. The respective section reports will be finalized once presented and/or accepted by the Board of Directors. # Workstream What Was Accomplished (delivered) 1 Levels of Service (LOS) Definition Established engineering/operations and technical service level categories defining the minimum rate, pressure, consistency, and reliability standards MWA must deliver to customers. 2 GIS-Based Asset Inventory Built what was considered at the time a high-level geographic information system (GIS) geodatabase using Esri's utility network model, cataloging horizontal assets across the MWA service area including pump stations and vaults. 3 Condition Assessment Framework Developed a structured framework and technical memorandum defining the methodology for implementing an ongoing condition assessment program for MWA's infrastructure assets. Note that no comprehensive condition assessment was performed during this phase. 4 Risk and Criticality Analysis The Phase 1 report states that it completed a criticality analysis of MWA's asset portfolio to provide a risk-based foundation for maintenance and investment decisions. However, the analysis was conducted using proprietary, closed-source software and was limited to selected infrastructure identified as critical; it was not a comprehensive assessment of the entire MWA asset portfolio. In addition, MWA does not have a copy of the analysis inputs, limiting its ability to verify, reproduce, or update the results. 5 Asset Management Strategies Developed asset strategies for all basic asset types within MWA's portfolio, defining specific maintenance and capital intervention strategies to support service level objectives. 6 Long-Term Financial Forecast Created a risk-informed capital planning model based on approximately 2022 data to evaluate cost versus risk reduction to help MWA prioritize capital investments and identify the most effective sequencing of projects. 7 ISO 55001- Aligned Planning Documents Formalized the IAMP through three governing documents: an Asset Management Policy, Strategic Asset Management Plan (SAMP), and Asset Management Plan (AMP) aligned with the international standard ISO 55001. Three reports were delivered. These three reports specifically need to be further developed by the selected consultant and presented to the Board of Directors for acceptance or approval. MOJAVE WATER AGENCY Phase 1 Infrastructure Asset Management Program Supplement to Addendum No. 1: Program Accomplishments Summary | Request for Information Background Purpose of This RFI MWA is issuing this Request for Information (RFI) to identify qualified consultants capable of supporting Phase 2 of the IAMP for program advancement (maturing) and CMMS implementation. Building on the foundation established in Phase 1 (to be reviewed and verified by the selected consultant), MWA is seeking expertise in the following areas: • Program Advancement — Guidance on maturing MWA's asset management practices in alignment with the Asset Management Plan (AMP), including annual updates to the criticality analysis, asset strategies, and capital planning model including coordinating closely with the development of the Agency’s 20 year Master Plan, which is currently in development and tentatively scheduled to be completed by April, 2027. • Computerized Maintenance Management System (CMMS) / Enterprise Asset Management Software (EAMS) Implementation — As detailed in Sections 2.1 through 2.7 of the RFP, the selected consultant will assist MWA with the development of CMMS requirements; preparation of procurement documents; evaluation and review of proposals; and support throughout the procurement and selection process, including preparing staff reports and presentation materials (e.g., PowerPoint) for the Agency's committee and Board of Directors to obtain authorization for CMMS selection. The consultant will also support the configuration, implementation, and deployment of an EAMS/CMMS platform that integrates with MWA's existing GIS infrastructure and provides capabilities for asset condition assessment, maintenance management, and lifecycle asset management What MWA Brings to Phase 2 Respondents should be aware that MWA enters Phase 2 with a foundation already in place during the Phase 1 effort: Asset Status Levels of Service Defined and documented; to be reviewed and concurred by the selected consultant. The agency also currently has a masterplan study in progress. The selected consultant should revisit the level of service from this perspective as well.
