To all prospective bidders for the Infrastructure Asset Management Program Advancement & CMMS Implementation, the responses to the submitted RFIs for the Project are as follows: Q1. “In person presence” a. Submitted question by Nasim Eghlima, Ram of Elam: “How often is it anticipated that the consultant will have to come to the office in person? Thanks Yaseen” b. Response: At the beginning of the project and during the asset inventory consultants would be expected to be in person one full day a week for approximately three months. After that time the consultant would be expected to be in person one full day a month for project update and discussions. Q2. “Resources needed” a. Submitted question by Nasim Eghlima, Ram of Elam: “Is it expected the firm provide the consultant and the PM, or is the PM internal to Mojave Water” b. Response: The selected consultant should have its own PM to execute all the tasks outlined in Section 2.7 (Project Management) of the Request for Proposal. Response: Mojave Water Agency requests that the DIR registration is obtained after selection, award of PSA by the board, and prior to the execution of the contract. Q4. “CMMS platform” a. Submitted question by Thomas Smyth, Concourse Tech Inc. “Please confirm whether Mojave Water Agency has already selected a CMMS platform (e.g., Cityworks, Cartegraph, Infor EAM) or if the Agency is seeking vendors to propose and provide their own SaaS CMMS solution.” b. Response: Mojave Water Agency has neither selected a CMMS platform, nor is seeking vendors propose and provide their own CMMS solution. As detailed in Section 2 of the Request for Proposal, the Agency is seeking a consultant that will support in evaluating, selecting, acquiring, and implementing a Computerized Maintenance Management System (CMMS) to manage water infrastructure assets and other assets that provide a supporting role in various departments of the agency enabling cost-effective, proactive decisions for asset creation, maintenance, operation, rehabilitation, and disposal. The consultant is not expected to propose or provide a specific CMMS product as part of this RFP. Rather, the consultant’s role is to guide the Agency through a structured CMMS selection and implementation process, which is anticipated to include a separate vendor-focused procurement. Submitted question by Thomas Smyth, Concourse Tech Inc. “Does the Agency require vendors to have a minimum number of prior CMMS implementations for water or wastewater utilities, and if so, how many?” b. Response: The Agency is seeking a consultant to execute the scope of work outlined in the RFP. The Agency is not seeking a CMMS vendor at this time. Respondents to this RFP must demonstrate experience in the requested area of expertise and the ability to deliver high-quality professional services in a timely, efficient, and cost-conscious manner. The selected consultant should have experience with CMMS evaluation and implementation for water utilities. Q6. “Legacy system” a. Submitted question by Thomas Smyth, Concourse Tech Inc. “What legacy systems or data sources (GIS layers, spreadsheets, SCADA, financial ERP) need to be migrated or integrated, and what is the estimated volume and data format?” b. Response: Mojave Water Agency has deliverables in spreadsheets, SCADA, and in GIS format from the Phase 1 consultant, which will be provided to the selected consultant from RFP. The GIS database shows approximately 183 miles of pipeline, mainly cement mortar lined and coated steel pipelines. In addition, we have several booster stations, wells, operations facilities at different sites. These data are in the ESRI Utility Network File Geodatabase. Submitted question by Thomas Smyth, Concourse Tech Inc. “How many total users (field technicians, supervisors, planners, administrators) will require system access, and what percentage will need mobile/offline capability?” b. Response: This proposal request is to select a consultant who will guide the Agency for CMMS implementation. The selected consultant, in coordination with Agency staff, will determine the requirements as described in Section 2.5, “Cloud-based solutions with unlimited users are preferred; client/server platforms may be considered.” with “Offline capability is required for field operations.” Q8. “Evaluation criteria” a. Submitted question by Thomas Smyth, Concourse Tech Inc. “Please provide the evaluation weighting criteria (cost, technical approach, implementation timeline, references, etc.) to help vendors align proposals with Agency priorities.” b. Response: The weight factor is one for every evaluation criterion. See Section IV. A, Evaluation Criteria Q9. “Phase 1 of its Infrastructure Asset Management Program (IAMP)” a. Submitted question by Brian Cullen, VICO Infrastructure “Can the Phase 1 of its Infrastructure Asset Management Program (IAMP) be provided?” b. Response: As stated in the RFP, the Mojave Water Agency will be providing Phase 1 only to the selected consultant. See the attached Supplementary to Addendum No. 1 for additional information. Response: Section 1.3 — How are Phase 1 "high-level" lifecycle strategies managed today (PM, inspection intervals, Work Order generation)? MWA uses a combination of Excel-based and other methods of tracking in the absence of a CMMS, i.e., manually without a formal work order system. Phase 2 will assess this current state as a starting point for transitioning to structured preventive maintenance scheduling and automated work order generation within the selected CMMS. Section 1.5 — Does MWA track any maintenance-related Metrics / KPIs today? How are they generated? Development of KPI dashboards is listed as a Phase 2 deliverable, indicating metrics are not currently generated systematically. The selected consultant will conduct a current-state assessment early in Phase 2 to capture any informal tracking and build a structured KPI framework from there. Does MWA employ Microsoft Project or another Project Management software? MWA will confirm the preferred platform at kickoff and align our project scheduling and reporting accordingly. MWA is currently implementing Monday.com. Will other MWA initiatives be in progress concurrently that may impact personnel/SME availability? Software application? Yes, MWA does execute both capital and non-capital projects. We will address this through a resource and stakeholder engagement plan at kickoff, structuring Subject Matter Expert (SME) involvement around focused, time-bounded workshops to minimize disruption to ongoing Agency operations. MWA does not have information on possible software application initiative. Response: MWA does not currently maintain a comprehensive inventory of spare parts, purchase order records, or related asset management data required for CMMS implementation. The selected consultant will be responsible for working closely with MWA staff to assess and identify these requirements, develop the necessary asset and inventory management framework and incorporate the resulting scope and technical requirements into the RFP for procurement and implementation of the CMMS. The RFP identifies pipelines, pump stations, valve vaults, meter/control buildings, related structures, and supporting assets (IT, buildings, vehicles, monitoring wells) as in scope. A comprehensive asset inventory does not yet exist — developing one is a Phase 2 deliverable under Section 1.1. 2. Can Mojave provide a detailed task list of completed steps from Phase 1? The Phase 1 reports will be provided to the selected consultant at project initiation. See the attached Supplementary to Addendum No. 1 for additional information including completed steps. Can Mojave provide the SOP / process for the current Asset Criticality performed in Phase 1? The Asset Risk and Criticality Analysis was analyzed in Phase 1 using MentorAPM. The SOP/process is not available to MWA. 4. Can Mojave provide their current CMMS(s) in use? Current maintenance tracking relies on Excel-based systems (Section 2.6), no formal CMMS is currently in place. 5. What is the selected consultant's expected role during implementation: advisory only or hands-on delivery? MWA is seeking a consultant to take a hands-on role — including overseeing data migration, supporting system configuration, managing integrations, developing training programs, and providing implementation QA (Section 2.4). The role goes beyond advisory. 6. Will CMMS software and implementation be procured together or separately? The selected consultant will guide the Agency through program advancement from Phase 1 IAMP to Phase 2, that includes procurement of a vendor for CMMS software and implementation. The selection of a consultant (this RFP) and the CMMS vendor selection (for CMMS implementation) are two distinct procurements. 7. Can the same firm support both selection and implementation? Yes. MWA seeks a consultant that includes Phase 1 IAMP advancement, CMMS selection (Sections 2.1–2.2) , and CMMS implementation (Section 2.4) support. What asset classes and approximate asset counts are in scope for the initial implementation? Establishing a complete, verified asset inventory is a core Phase 2 task, so counts are not yet defined. See the attached Supplementary to Addendum No. 1 for additional information. 10. Is the implementation expected to be enterprise-wide or phased? MWA anticipates enterprise-wide implementation. This will be decided based on input from the selected consultant to select the best-fit approach to the Agency. 11. What is the required scope and timing of GIS, ERP, and SCADA integrations? As described in the RFP, MWA has identified integration with Esri ArcGIS, Tyler ERP Pro 10, and the Agency’s SCADA/telemetry systems as key CMMS requirements (Sections 2.3 and 2.6), including two-way GIS synchronization and real-time API-based data exchange. However, the timing, sequencing, and extent of these integrations will ultimately depend on the selected CMMS platform, the results of the implementation planning process, and the Agency’s evolving program requirements. Ideally, MWA would like to complete the scope for RFP advertisement by end of February 2027. 12. What source data must be migrated, and how much historical data is expected? Is implementation expected to begin within the initial PSA term, and what is the target go-live timeline? The RFP establishes an initial Professional Services Agreement (PSA) term of one year, with the option to renew for up to five years. MWA anticipates completing the CMMS procurement process and issuing an RFP for CMMS vendor procurement by February 2027. System implementation and go-live activities are expected to occur after July 2027; however, a specific go-live date has not yet been established. The selected consultant will be required to develop and maintain a detailed project schedule, including key milestones and implementation timelines, as specified in Section 2.7 of the RFP. 14. Could the Agency clarify whether these subtasks are intended to be: 1. High-level descriptions of Phase 1 components, where the proponent is to assess, define, and support next steps? Execution of the listed activities e.g., asset inventory development, field inspections, condition assessments, without duplicating prior work in Phase 1?
